Canada and Sweden as well as many other welfare states with ambitions to distribute their wealth among their citizens have recently met with new and serious difficulties when trying to maintain their social programs. There are even doubts as regards the possibility of continuing these policies in general, not just from an economic and financial point of view. This has caused some political turbulence and an oscillation back and forth between Left and Right on the political scene.
The problems related to the welfare policy as well as other problems of a more historical dimension, such as population change, immigration and ethnicity, etc, have been treated in this volume. The articles were first presented at a conference in May 1992 held at York University in Toronto. Some very well-known historians and social scientists participated in the conference. They represented ten universities in Canada and Sweden. Most of their papers are published in this volume, edited by Jack L. Granatstein, distinguished professor of history at York university, and Sune Åkerman, who holds the chair in history at Umeå university. Generous support to the publishing of "Welfare States in Trouble" has been given by the universities of York and Umeå, the Swedish Embassy in Ottawa and the Canadian Embassy in Stockholm
